My sister works at an elementary school in her neighborhood. The new school year starts at the end of summer in the U.S., and this Monday was the first day. I went to see the school with my sister. As I was walking home, I saw the children arriving with their parents. The school yard was full of excited children and adults. Everyone was saying hello and talking to friends. Some of the children came on foot, but many rode bicycles or scooters. There were no long speeches. The teachers got the children into groups and took them inside to their new classrooms. Many Japanese children study English for many years but never learn how to speak it. I have heard many English teachers say that this is because university entrance exams don’t test speaking. In 2006, the Center Test changed, and students were tested on their listening as well as their reading. In 2020, the Ministry of Education wants universities to start using special private English exams that include a speaking test. 72 of the 82 public universities in Japan have decided to start using these private exams.
